Government Of India Is Committed To Achieve The Goal Of Elimination Of Mother To Child Transmission Of HIV By 2020. To Achieve The Target, Review And Monitoring Of The EMTCT Programme Is Very Much Important. Hence, Assam State AIDS Control Society With The Support From UN Agency Is Going To Appoint The State PPTCT Consultant Which Is Lying Vacant As On Date.

Therefore, Online Applications Are Invited From The Intending Candidates For The Following Contractual Post At Assam State AIDS Control Society, Khanapara, Guwahati-781022, Initially For A Period Up To 31st December, 2019 Which May Be Further Extended Depending On The Availability Of Funds From The Donor Agency.

Name Of The Post– State PPTCT Consultant (1 No.) Major Tasks To Be Accomplished:

A.Support For Planning, Implementation, Supervision, Monitoring And Review Of

PPTCT Programme:

I.Support ASACS In Development Of A State Micro Plan To Achieve EMTCT Goal And Assist ASACS In Implementing The Plan. These Include Coordination With RCH, Development Of Capacity Among State Medical And Para-Medical Staff, Monitoring / Mentoring Field Visits Etc.

Ii.Review The EMTCT Activities On Regular Basis Carried Out By The PPTCT Centres And Support Preparation Of PPTCT Centre Wise EMTCT Action Plan.

Iii.To Co-Ordinate And Monitor The Activity Of Different Development Agencies Working In The Field Of EMTCT/PPTCT.

Iv.To Assist ASACS In Strategizing And Executing Plans For Scaling Up Of Coverage Of ANC With HIV Testing Services, Including The Private Sector.

V.Support ASACS In Developing Strategies For Minimizing Linkage Loss Within The PPTCT Cascade From Identifying As Reactive To Detection To Treatment. To Assist ASACS In Strategizing And Executing Plans For Intensifying Identification Of Positive Pregnant Women As Per PPW Estimated Data Of NACO.

Vi.Support Different Agencies And ASACS To Develop State Specific EMTCT IEC Material.

Vii.Technical Assistance To ASACS In Preparation Of Annual Action Plans With Respect To PPTCT, Facilitate Review Meetings At State / District / Block Level And Provide Inputs Into PPTCT Programme.

B.Data Management Of PPTCT And Paediatric HIV:

I.Support To ASACS For Quality Record Keeping Of Data; Follow Up On Data Collection, Validation, Analysis And Reporting As Well As Feedback To The Relevant Facilities And Functionaries.

Ii.To Keep Track Of The Validated Data Flow On Regular Basis Among Different Levels Of

Service Delivery With Specific Focus On Follow Up Of HIV Positive Pregnant Women And Children To Identify Drop Out And Assisting In Compliance For Treatment And Care.

Iii.Ensure Regular Record Keeping And Report Generation Under NACP (SIMS) And In Synchronization With RCH Portal.

Iv.Support Strengthening Of HMIS Reporting In Regard To HIV Indicators.

V.Assist M&E Division At ASACS In Reviewing The Reported Data On Regular Basis.

Vi.To Assist SACS In Strategizing 100% Reporting Of PPTCT Indicators From Private Sector.

Vii.Assist ASACS BSD In Reporting On PPTCT And Paediatric HIV Related Data Through SIMS On A Regular Basis.

Viii.Technical Assistance To NHM To Include EMTCT Activities In PIP.

C.Supply Chain Management:

Assist ASACS For Efficient Supply Chain Management Related To PPTCT And Paediatric HIV Including Timely Forecasting, Planning, Procurements, Monitoring The Supply Use At Health Facilities And Reporting On Stock Outs On Timely Basis.

D.Coordination And Linkages With Reproductive, Maternal, New-Born, Child And Adolescent Health Services (RMNCH+A):

I.Support ARSH Clinic Under RKSK To Keep Adolescent Girls Aware Of HIV/STI Issues And Ictcs Services.

Ii.Coordinate With Maternal Health Division To Ensure That All Pregnant Women Are Tested For HIV And Syphilis In All Facilities During Routine ANC And Also Under PMSMA.

Iii.Coordinate With Maternal Health Division To Ensure All HIV Positive Pregnant Women Undergo Routine ANC Check-Up.

Iv.Ensuring VHND Level Screening For HIV In Coordination With Maternal Health Division At NHM.

V.Linkage Of All HIV Infected Pregnant Women With ART Centre To Have Access Of ART/PPTCT Services.

Vi.Rational Scale Up Of F-ICTC Centres In Order To Carry Out EMTCT Activities.

Vii.Coordinate Post- Partum Visits To Get Services Of Early Infant Diagnosis (EID), Routine Immunization (RI), And Family Planning (FP) With PPTCT Visits.

Viii.Support Capacity Building Of All Health Workers On EMTCT In Coordination With Government.

Ix.Support NHM And ASACS In Enabling All Delivery Points To Deal With HIV Positive Deliveries.

X.Ensuring Review Of EMTCT Programme During DHS Meeting And Other Platforms At District Level.

E.Support For Linkages Of ART Centres With Functional Pcoe:

I.Feasibility Assessment Of Linkages Of ART Centres Of Assam With Any Other Functional Pcoe.

Ii.Facilitate Effective Linkages Of ART Centres With Pcoe

 Deliverables:

To Conduct Situation Analysis Of Current Status Of PPTCT And Paediatric HIV In The State Of Assam

Support In Development Of State PIP (Incorporating District Inputs) And Annual Action Plan Especially PPTCT And Paediatric HIV Component Based On The Situation Analysis.

Streamlining Line Listing Of HIV Positive Pregnant Women With Standard PPTCT Indicators To Support Cohort Tracking

Streamlining Line Listing Of HIV Exposed Babies And Spouse Of Positive Pregnant Women To Support Timely EID And Spouse Testing And Linkage To ART.

Regular State, District, Block & Facility Level Data Analysis, Feedback Reports And Analytic Presentations (Monthly).

Monthly Logistic Management Reports Of Supply, Utilization & Stock Outs (Monthly).

Reports/Minutes Of State/District Review Meetings As A Part Of Coordination Efforts And Strengthening Integration For Effective Implementation Of PPTCT Program, Including Efforts/ Initiatives To Improved HIV Testing Among Pregnant Woman (Quarterly)

Reports Of Regular Monitoring And Supervision Visits To The Health Facilities And Frontline Workers (Monthly)

Feasibility Assessment Report Of Linkages Of ART Centre With Pcoe Submitted.

Strengthening Universal Coverage And Reporting Of HIV And Syphilis Testing Among Pregnant Women Along With Adequate Supply Of Testing Kits (Monthly).

Annual Report On Progress Of PPTCT Program In Assam And Outputs/Outcomes._

To Implement The PPTCT New Cascade Throughout The State Prioritising High Prevalence Districts First.

Monthly Logistic Management Reports Of Supply, Utilization & Stock Outs.

Strengthening Universal Coverage And Reporting Of HIV And Syphilis Testing Among Pregnant Women Along With Adequate Supply Of Testing Kits (Monthly).

Educational Qualification:

Essential Qualification- Any Medical/BHMS/BAMS/BDS Or B. Pharma Graduate

Desirable- Public Health Graduate; Post Graduate In Paediatrics, OB&GY Or Community Medicine

At Least Two-Years Field Experience HIV/AIDS/MCH Program/Project Management At State/ Regional Level, With Professional Knowledge Of Reproductive, Maternal, Neonatal, Child Health Is Essential.

Familiarity With Theory And Practical Applications And Essentials Of NACP/PPTCT/EMTCT.

Good Negotiation And Influencing Skills Supported By Excellent Communication Skills.

High Level Of Computer Proficiency With Specific Familiarity With Commonly Used Windows And MS Office Software And Database Software

Demonstrated Ability To Work In A Multi-Disciplinary Team Environment With Strong Facilitation Skills, Ability To Analyse Reports, Plan And Monitor Projects

Excellent Oral And Written Communication & Presentation Skills In English And Hindi. Knowledge Of Assamese And Or Bengali Would Be An Added Advantage.

Official Travel Involved (Itinerary And Duration)

10 To 12 Days In A Month Within Assam State, With Focus On Aspirational Districts And Selected Hpds.

Honorarium:

The State PPTCT Consultant Will Be Paid Honorarium At Par With Market Rate
